I vaguely remember seeing a similar question on linguistic.SE with a better answer, I'll see if I can dig it out. In the meantime I suggest we leave this question open.

And yes, I think that would deserve a separate explanation because it would only be reasonable to expect from Romanian number words the same inconsistencies of Latin, Italian, Spanish, Portuguese and French.
